The governing body may by resolution limit the time of parking of vehicles on any street within the city, and when the signs are erected giving notice thereof it shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in his or her name or under his or her control to be par ked in any such place beyond the lawful period of time specified by the signs.

When signs are in place giving notice thereof, parking shall be prohibited at all times in the following places:
(a) From 4th Street to 5th Street on Glick, on the west side of the street.

Angle parking at the angle indicated on the curb, sidewalk or pavement or by signs is hereby permitted on the following streets:
(a) Marshall Street from Fourth Street to Fifth Street, west side;
(b) Fourth Street from Sheeran Street to Anderson Street, north side;
(c) Third Street from Marshall Street to Anderson Street, south side.

(a) It shall be unlawful to park any truck with a one or more ton factory rating on Marshall Street between Fourth Street and Fifth Street except in special zones created for the parking of said vehicles and duly posted by signs indicating said zones are for loading and unloading only.
(b) The Chief of Police is hereby directed to erect appropriate signs giving notice of such parking zones along the aforementioned streets in locations as directed by the City Council.

(a) Definitions.
(1) Truck tractor means every motor vehicle designated and used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.
(2) Semi-trailer means every vehicle with or without motive power, other than a police trailer, designed for carrying persons or property and for being drawn by a motor vehicle, and so constructed that some part of its weight and that of its load rests upon or is carried by another vehicle.
(b) Restrictions.
(1) It shall be unlawful to park, or stop and leave unattended any Truck trailer or Semi-trailer and/or a Semi-trailer singularly within the city limits except in areas so designated for the parking of the vehicles.
(2) A truck tractor may be parked without a Semi-trailer attached so long as the engine is not left running over 15 minutes.
(c) A designated parking area for Truck tractors and/or Semi-trailers, shall be on the south side of Fourth Street, between the railroad depot and Anderson Street. Other designated areas may be established by the governing body of the city from time to time and if so designated, will take effect by posting notice of the designation in the office of the city clerk.

Sign Locations: When the following “No Parking” signs are erected and maintained giving notice thereof, drivers of vehicles shall obey the instructions or prohibitions provided thereon. Signs controlling parking as noted herein are to be erected and maintained at the locations noted on Exhibit A and Exhibit B attached to Ord. 1078 and incorporated by reference as if set out in full.

(a) Authority and Intent: This section is adopted pursuant to applicable provisions of Kansas law governing municipal traffic and parking regulation. Its intent is to encourage parking turnover, reduce congestion, and maintain accessibility for downtown customers and visitors.
(b) Designated Locations: Two ten-minute parking zones are hereby established on the east side of the 400 block of Marshall Avenue in front of 406 Marshall Avenue.
(c) Ten-Minute Parking Spaces:
(1) Hours of Enforcement. Ten-minute parking shall be in effect Monday through Friday, 6:30 a.m. to 8:30 a.m. and 3:30 p.m. to 5:30 p.m., excluding City observed holidays.
(2) Duration; No-Return Rule. During posted hours, no vehicle shall be parked or left standing in the designated ten-minute parking zones for a period longer than ten (10) consecutive minutes. Upon vacating a space, the same vehicle shall not return to park in the same parking space for at least one (1) additional hour. Time limits are cumulative within the posted enforcement period.
(3) Measurement. Parking duration may be measured by chalking, electronic license-plate recognition, meter/space sensors, or any reasonable method adopted by the City.
(d) Exemptions (Parking): The following are exempt from subsection (c) while actively engaged in official duties:
(1) Emergency vehicles;
(2) United States Postal Service carriers;
(3) City-authorized service or utility vehicles; and
(e) Signage and Implementation: The City Administrator or designee shall cause the installation and maintenance of appropriate “Ten-Minute Parking” signs at each designated space as described in subsection (b). The time limits established herein shall be enforceable only upon installation of such signage.
(f) Enforcement and Penalties:
(1) Violations of this section shall constitute traffic or municipal infractions, punishable as provided by the City’s schedule of fines and penalties, as adopted by resolution or as otherwise provided by Kansas law.
(2) Vehicles or devices posing a public safety hazard, blocking access, or repeatedly violating this section may be removed or impounded as authorized by City Code and applicable law.
(3) The City Administrator or designee may adopt administrative procedures for consistent enforcement.
